Wei Zong is an arts manager, creative producer and choreographer with over a decade of experience working in Singapore's arts ecosystem.
Dancing across public policy, commercial creative direction and festival programming, he brings a unique lens to cultural leadership.
As co-founder of Converge Studios, where he also serves as director of corporate and talent engagement, Wei Zong actively nurtures a community of dance lovers and leads creative pursuits of the studio, including audience-led and site-responsive productions.
He has also served in the public sector with the National Arts Council, where he led/co-led funding frameworks and strategic initiatives such as the ISPA 2026 Singapore Congress and Chinese Opera Festival 2025.
He is currently serving as senior manager (festivals and precinct development) at HeritageSG, supporting the 2026 Singapore Night Festival as part of the Core Programming Team, while preparing for and leading the 2027 edition.
Whether designing policy, curating festivals or choreographing for stage and screen, his work remains driven by a single commitment: building sustainable, meaningful pathways for artists, audiences and cultural infrastructure to thrive.
How Singapore’s arts and cultural policies shape the development of the street dance ecosystem
This study examines how cultural policy has shaped the development of street dance in Singapore from the 1980s to the present.
Using a qualitative methodology that combines policy analysis and interviews with stakeholders across the street dance ecosystem, the research applies UNESCO’s Framework for Cultural Statistics Value-Generation Model and a PESTLE framework to assess how policy has affected different functions within the ecosystem.
The findings show a definitive shift from early discouragement and limited state support to institutional recognition and endorsement, with an ecosystem growing from the turn of the millennium under the Renaissance City Plan to the Arts and Culture Strategic Review before reaching Our SG Arts Plan today. These policy phases contributed to the growth of studios, collectives, competitive platforms, showcase events and ancillary service providers, while also expanding access through schools, state-supported platforms and public partnerships.
However, the study also finds that support is often tied to the extent to which street dance aligns with broader policy objectives, such as youth engagement, social cohesion, and creative economy goals, leading to uneven support being made available to different actors in the ecosystem.
This suggests that while cultural policy has played a significant role in legitimising and growing street dance, forms of support made available are shaped by instrumental priorities.
The research concludes that street dance in Singapore has developed into a more sustainable ecosystem, but that creation and production remain comparatively under-supported, raising questions about balancing state objectives and artistic needs.

Singapore Night Festival 2026
Wei Zong was part of the Core Programming Team for Singapore Night Festival 2026, leading the Launch Event and serving as key point-of-contact for political and institutional stakeholders. Wei Zong is also slated to serve as Programme Lead for Singapore Night Festival 2027.
International Society for the Performing Arts 2026 Singapore Congress
Wei Zong was part of the Core Programming Team for ISPA 2026 Singapore Congress, leading the ASEAN outreach efforts and Volunteer Management. He also represented the National Arts Council at ISPA 2026 and 2025 New York Congresses, participating in key conversations about performing arts leadership and evolution, while sharing about Singapore's performing arts ecosystem.
Chinese Opera Festival (2025)
Wei Zong was co-lead for the inaugural Chinese Opera Festival, a joint initiative by the National Arts Council and Singapore Chinese Cultural Centre, providing a platform for 5 different dialect opera groups to present original productions, while empowering capability development opportunities for local Chinese Opera practitioners.
