Strategic Entanglement: The intersection of top-down policy and bottom-up youth culture
This dissertation investigates the evolving relationship between Singapore’s cultural policy and youth engagement, moving beyond traditional models of democratisation of culture toward a more nuanced cultural democracy.
As the Singaporean government continues to invest heavily in state-sanctioned infrastructure like *SCAPE and the Esplanade, a persistent disconnect has emerged between physical access and actual cultural capability. By applying the Capabilities Approach, this research argues that mere access is insufficient for fostering genuine youth agency; rather, substantive freedom requires specific conversion factors—such as social confidence and peer validation—that allow individuals to transform resources into meaningful participation.
The study adopts a qualitative, single-case study design centred on the Esplanade Theatres on the Bay, specifically examining the Baybeats festival and associated youth programmes. Through thematic analysis of policy documents—including the Our SG Arts Plan (2023–2027) and the Somerset Belt Master Plan—alongside interviews with arts practitioners, the research identifies a state of "strategic entanglement".
In this landscape, the state attempts to co-opt organic, ground-up expressions to maintain relevance, yet often risks "defusing" subcultural authenticity through commodification and the creation of "sanitised" environments.
Prior to being an arts manager, Syahrul Syadzwan was, and still is, in the music industry, primarily as a musician and sessionist, offering a versatile and comprehensive background spanning performance, stage management and technical crew operations. This 360-degree perspective allows for more empathetic leadership and seamless cross-departmental collaboration. Syahrul wants to bridge the gap between creative vision and technical execution by speaking the language of both artists and arts managers.

Mama Magnet
Mama Magnet is a nomadic curatorial unit that draws from a multimedia networked body to explore social, ecological and mystical conversations of our times. In the arts projects module, Syahrul and his team was involved in a participatory research to build a database for Mama Magnet's AI Chatbot. This process included interviews, data analysis and creating marketing personas of potential arts collaborators.
Underground Uprising
Underground Uprising is a collaborative show organised by AKAR, with the support of Battlebox. Designed to spotlight Singapore's thriving underground music scene, this event celebrates the diversity of local talent, featuring artists across a wide range of genres.
Set in the evocative and historic Battlebox, the show aims to foster a sense of community and amplify the artistry and spirit of Singapore’s music landscape. Indie acts included The Royal Code, OFFTOPIC and CACTUS CACTUS. As a member of The Royal Code, Syahrul collaborated with stage managers, visual programmers and crew to produce the show through an artist's perspective.
